Posting for Application 23-03—New Zoning Articles XXXII and XXXIII

The Harlem Township Zoning Commission is being asked to consider the
following:

The Harlem Township Strategic Planning Committee is requesting that the Harlem Township Zoning Commission consider amending the Harlem Township Zoning Resolution to include two new zoning articles. They are recommending that Article XXXII—Procedure To Apply the Conservation Subdivision Standards and Article XXXIII—Clustered Residential Conservation District (CRCD). Articles XXXII and XXXIII were received as Application# HTZC 23-03.

The hearing will be held on Monday, May 22, 2023, at 7:45 p.m.. The hearing will be held at the Harlem Township Firehouse, 3883 South State Route 605 Galena, Ohio 43021. The hearing is open to the public. The proposed articles may be viewed online or in print by appointment only. Please contact the Zoning Office between 8 a.m. - 12 p.m. at (740)965-2661 x2. The zoning hearing will also be available via Zoom. After the conclusion of the hearing, the Zoning Commission will submit a recommendation to the Township
Trustees for action.

Dear Gentlemen,
The Harlem Township Board of Trustees is writing to express our opposition to the above referenced project as proposed. This project, which will not be subject to referendum or formal vote by our residents, can have a profound effect on our community, our residents, and our rural way of life here in Harlem Township.

That said, we understand that this project is currently in the planning stage, however we ask that the following points/ thoughts be considered by your planning department prior to finalization.

1. WE strongly suggest that existing transmission towers with established easements be considered and utilized. “Reverse” lines of transmission travel from the Sunbury substation back toward New Albany and then on to the Amazon, Fed Ex and Intel commercial corridor could be an option in our view.
In addition, established road right – of – way along St. Rt. 37 and South County Line roads where higher density and commercialization is likely to occur should merit consideration. That would include subsurface as well as overhead lines where practicable.
2. We encourage your department to work in close concert with the Harlem Township Strategic Planning Committee as this plan moves forward. This group composed of volunteer Harlem Township residents has already identified future growth patterns within our township and is currently working on mixed use and overlay districts which may impact your plans. (See Contact Information Below).
3. Transecting our township across agricultural lands not only has an adverse effect on farming operations and systemic drainage but can have a substantial impact on future residential development and related land value concerns. Such is the case with the recently approved Steiner PRCD residential development. Had the existing transmission lines been further to the West the development would not have been possible. As it turned out the transmission line easement was considered as a part of the “green space” set aside for the project.

In conclusion, this board does not pretend to know your industry, however we do know our community and will continue to protect the rights of our residents to the best of our ability. We simply ask that all operations and alternatives be explored by your company prior to any plan development.
