The Harlem Township Trustees met in regular session at the Firehouse. 

Trustees Present: Jerry Paul and Bob Singer. 

Trustee Absent: David Jackson 

Fiscal Officer Present 

Public Present: Jon Trainer, Raelene Meadows, Abby Crisp, Joni Manson, Steve Morgan, Horace Henriot, Dennis Goodin, Juanita Berk, Herman Berk Jr., Captain Chris Caito, Mike and Diane Kabler. 

Mr. Singer called the meeting to order. The minutes of January 16th, 2019 were approved as sent with correction to the total amount of warrants and vouchers were $82,628.98. Mr. Paul moved to approve said minutes. Motion seconded by Mr. Singer. Motion Passed. 

The Fiscal Officer presented the bills and certified that the amounts were available in the respective accounts to pay said bills. Starting with warrant #10746 and ending in warrant #10788, with warrant(s) 10775 void incorrect Vendor, and Voucher #4-2019 and ending #10-2019, Totals $130,109.62. Mr. Paul made a motion to pay said bills. Motion was seconded by Mr. Singer. Motion Passed. 

Horace Henriot (resident) asked the Board if he needs to be present for rezone hearing next month, as he and his wife would be out of town. The Board advised him that it would not be necessary. 

The Harlem Township Board of Trustees is being asked to consider the following: Horace and Tina Henriot, 6351 Harlem Road, Westerville, Ohio 43082, is seeking to rezone 2.156 acres from Current Zoning AR-1 Agricultural Residential to FR-1 Farm Residential. Physical address for the property is 6351 Harlem Road, Westerville, Ohio 43082. Mr. Singer made a motion to receive the Rezone Application. The hearing will be held on Wednesday, March 20, 2019 at 7:15 p.m. at the Harlem Township Firehouse, 3883 South State Route 605, Galena, Ohio 43021. The hearing is open to the public. The application and accompanying documents are on display at the rear door of the Harlem Township Firehouse, 3883 South State Route 605, Galena, Ohio 43021. Mr. Paul seconded the motion. Motion Passed. 

The Harlem Township Board of Trustees is being asked to consider the following: Starfall LLC, 1876 Africa Road, Galena, Ohio 43021, is seeking to rezone 11.064 acres from Current Zoning AR-1 Agricultural Residential to FR-1 Farm Residential. There is no physical address for the property. The parcel is listed as Tract 6, Parcel ID # 316-430-02-016-006 on Fancher Road at the corner of State Route 605. Mr. Singer made a motion to receive the Rezone Application HTZC 19-03. The hearing will be held on Wednesday, March 20, 2019 at 7:20 p.m. at the Harlem Township Firehouse, 3883 South State Route 605, Galena, Ohio 43021. The hearing is open to the public. The application and accompanying documents are on display at the rear door of the Harlem Township Firehouse, 3883 South State Route 605, Galena, Ohio 43021. Mr. Paul seconded the motion. Motion Passed.

There is no physical address for the property. The parcel is listed as Tract 7, Parcel ID # 316-430-02-016-007 on Fancher Road at the corner of State Route 605. Mr. Singer made a motion to receive the Rezone Application HTZC 19-04. The hearing will be held on Wednesday, March 20, 2019 at 7:30 p.m. at the Harlem Township Firehouse, 3883 South State Route 605, Galena, Ohio 43021. The hearing is open to the public. The application and accompanying documents are on display at the rear door of the Harlem Township Firehouse, 3883 South State Route 605, Galena, Ohio 43021. Mr. Paul seconded the motion. Motion Passed. 

Diane Kabler (resident) would like the Zoning Inspector to look into properties at Harlem and Gorsuch Road. The Board requested Mr. Trainer to speak with Prosecutor office to send a letter to property owners on the corner. Ms. Kabler would also like to know why nothing has been done on St Rt 605. The Board advised her that it is in the middle of litigations. She would also like property on Harlem Road to clean up the cars that are parked there. Ms. Kabler has heard complaints of guns being shot on Smothers Road, and the residents are concerned. The Board directed her to call the Sheriff’s office and/or State Representatives, as the Board has no authority over residents shooting guns. 

Abby Crisp with the Health District reported they will hold a District Advisory Meeting March 14. They are working on gather data on communities for the public and trustees, and hope to have all numbers to distribute in the summer. She provided the Board with a hard copy of the Community Health Improvement Plan. 

MAINTENANCE: 

Township received the mileage report from the State. The report has 23.785 for Township Roads to be certified. Mr. Paul made motion to approve this report as it is. Mr. Singer seconded the motion. Motion Passed. 

Mr. Paul made a motion to submit REA (Request Engineer Assistance) for Gorsuch Road (Twp Road #27) to determine how to solve failure of bonding to pavement. Motion seconded by Mr. Singer. Motion Passed. Resolution #19 02 20 T5 

FIRE DEPARTMENT: Fire: 36 EMS: 50 Total: 86 

Mr. Singer made motion to Purchase a replacement Saw at the cost of $1,771 from Finley Fire Equipment. Motion seconded Mr. Paul. Captain Caito was present for any questions in Chief Fling absence. Motion Passed. 

OPERATIONS: 

Mr. Paul received a letter form C & S Restoration regarding footer increase to $345. He feels that the Township should also increase their minimum price for footers as well. Mr. Paul made motion to amend current pricing to increase to a minimum of $345 for footers. Motion was seconded by Mr. Singer. Motion Passed. 

Mr. Paul motioned to refund Starfall LLC application fee for HTZC 19-05 for $500 due to withdrawing application prior to hearing. Motion seconded by Mr. Singer. Motion Passed. 

Mr. Singer made motion to adopt Credit Card Account Policy. Motion seconded by Mr. Paul. Roll call vote was held Mr. Singer Aye, Mr. Paul Aye, and Mr. Jackson Absent. Motion Passed. Resolution # 19 02 20 T3 

Mr. Singer motioned to Authorize card holders be: Julie Debolt, Dale Fling, Bart Walker, Richard Thrash, to each having a $2,000 limit per month with First Commonwealth Bank Credit Card. Motion was seconded by Mr. Paul. Motion Passed 

Mr. Paul made motion to approval DKMM plan. Mr. Singer seconded the motion. Motion Passed. Resolution # 19 02 20 T4 

Mr. Singer motioned to authorize Dale Fling, Operations Director, to engage the services of IAP Government Services Group, State of Ohio Contract Number CSP905815, to begin formulating specifications and bidding documents, and managing the Parking Lot repaving project for the Township Hall/Fire Station. Mr. Paul seconded the motion. Motion Passed 

Mr. Trainer announced to the Board that he will be deployed this year a few times. His concern is that in 2020 he might be deployed for a year. He feels that the Board should look for an Assistant Zoning Inspector that could possibly be full time, if he is deployed for a long length of time in 2020. Mr. Paul motioned to advertise in the Delaware Gazette for Assist Zoning Inspector. Mr. Singer seconded the motion. The Board will look into other sources to advertise. Joni Manson would recommend a professional with background already in Zoning as the Township is growing. Motion Passed. 

Mr. Singer made a motion to rent baseball field at the park at a cost of $200 for the season to any team, or teams, - that inquire, and execute required Use Agreement(s) with the Township. Motion seconded by Mr. Paul. Motion Passed. 

Mr. Singer announced that the County Commissioners approved to move on to next phase of estimating cost for Montgomery Ditch Petition. 

Mr. Singer made motion to approve expenditure not to exceed $1,075 to have the newsletter printed, folded, wafer edging, and addressed. Postage is not included but to be paid to the Postmaster once the amount is determined. Motion was seconded by Mr. Paul. Motion Passed. 

Being no further business Mr. Paul made a motion to adjourn. Mr. Singer seconded motion. Motion passed. 8:05 pm.
