The Harlem Township Trustees met in regular session at the Firehouse.
Trustees Present: Jerry Paul, David Jackson and Bob Singer.
Fiscal Officer Present
Public Present: Vicki Tieche, Caroline Crawford, Mark Crawford, Bob Fracasso, Dale Fling, Roger Neibarger, Diane Kabler, Mike Kabler, Linda Sue Skinner, Carl & Sue Richison, Joni Manson, Abby Crisp, Dave & Laura Mink, Jim Sommerfeld, Ed Valeska, and Christy Nash.
Mr. Paul called the meeting to order. The minutes of February 21st, 2018 were approved as sent. Mr. Singer moved to approve said minutes. Motion seconded by Mr. Jackson. Motion Passed. The minutes of special meeting for hearing March 27th, 2018 were approved as sent. Mr. Singer moved to approve said minutes. Motion seconded by Mr. Jackson. Motion Passed. The minutes of special meeting March 28th, 2018 were approved as sent. Mr. Jackson moved to approve said minutes. Motion seconded by Mr. Paul. Motion Passed. Mr. Singer abstained.
Fiscal Officer advised she transfer $100 from 1000-110-599 Other Expense to 1000-110-315 Election Expense.
The Fiscal Officer presented the bills and certified that the amounts were available in the respective accounts to pay said bills. Starting with warrant #10347 and ending in warrant #10385, and Voucher #10-2018 and ending #14-2018, Totals $164,015.06. Mr. Jackson made a motion to pay said bills. Motion was seconded by Mr. Singer. Motion Passed.
Shea Shuette took his oath of Office as a full-time Firefighter, being sworn in by the Fiscal Officer.
Roger Neibarger gave update that the Grange kitchen is complete for now. The Harlem Township Heritage would like the Board to consider a concrete pad at the front of the Grange, estimating price to be around $1,000.
Mr. Neibarger also explained to the Board that the Heritage group is purchasing a television for their events to Thank sponsors and have information displayed. When not used at their events, they would like to hang in the grange for use by facility renters. Mr. Singer made the motion to allow Harlem Township Heritage Group to mount a television in the Grange Hall, with renters able to utilize if not at a Heritage event. Motion was seconded by Mr. Jackson. Motion Passed.
Vicki Tieche voiced concerns about the speed on Fancher Road, along with poor tornado siren coverage in the Township. She would also like to know what is happening with concrete plant. Mr. Singer will contact the County Sherriff department to see if they can enforce more in that area. Mr. Fling will contact Emergency Management regarding options with siren and Concrete plant owner. Mr. Jackson will submit a Request Engineer Assistance to the County for speed limit signs on Fancher Road as well.
Abby Crisp from County Health Department announced immunization clinics will be at the middle and high school. They are offering disposal of hazardous material to be dropped off in April and May. And May 10 there is the Senior Health and Wellness Fair. For information contact Health Department.
Mark Crawford is requesting to know how many hours the Township has paid on overtime hours in the last two year by next meeting.
Mr. Paul thanked the Zoning Boards for their time spent on the recent hearing.
Mike Kabler informed the Board that the zoning commission is working on revisions based on recommendations by Mr. Andrew King from Prosecutor Office.
Bart Walker submitted a quote from Hardwick Tree Care, LLC for removal of 7 dead trees in the right-a-way on Duncan Run Road at the cost of $1,050. Mr. Jackson made a motion to approve Hardwick Tree Care, LLC quote to remove the trees for $1,050. Motion was seconded by Mr. Singer. Motion Passed
Mr. Walker will be working on 24” crossover pipe on Brookview Drive and 15” crossover piper on Bevelhymer Road, in the near future, as weather permits.
FIRE DEPARTMENT: RTD: Fire 42 EMS 90 Totals 132
Chief Fling is requesting the Board’s approval to hire Scott ‘Brad’ Lewis. Mr. Singer made motion for Conditional Hire for Employment for Part Time FF/Paramedic to Scott Lewis. Motion was seconded by Mr. Jackson. Motion Passed.
Chief Fling is asking the Board approval to purchase ESO Patient Care Reporting software for reporting and records management at a cost of $3,829 as current software does not meet State standards. Mr. Jackson made the motion to purchase ESO software at a cost of $3,829, ongoing cost of $2,839. Motion was seconded by Mr. Singer. Motion Passed.
Mr. Paul has received a quote from Workman Fence for $12,093 for galvanized at the Barnhard cemetery and $12,878 for aluminum. At this time they are going to wait for another quote.
Mr. Paul has a request from Tyler Demeter to refund a gravesite that has been purchased by his family that is not needed. The Township can purchase it at the cost it was purchased which was $300. Mr. Singer made motion to approve to purchase gravesite from Tyler Demeter at the cost of $300. Motion was seconded by Mr. Jackson. Motion Passed.
Mr. Jackson is collecting bids for the Firehouse parking lot.
Mr. Paul is requesting a representative from the Zoning Commission, Board of Zoning appeal, and Trustee Board to meet with website coordinator to review the Township website. Mr. Fling will coordinate a workshop.
Mr. Singer announced Township clean up date is set for April 21st. Diane Kabler will be the contact.
Mr. Singer would like the Board to consider a Township newsletter.
Christy Nash is interested in Township having a single Trash Hauler for the Township. Mr. Singer explained that some residents favor this however some do not. He will contact a couple Trash Haulers to see if they would offer a contracted rate for people to voluntarily participate.
Mr. Singer would like the Board to consider reviewing the comprehensive master plan. It was agreed that it does need to be reviewed.
Mr. Jackson will have recommendations in April for Road Improvement to submit to the County for Request Engineer assistance.
Mr. Jackson received correspondence from Delaware County that there will be a study for the intersection of County Line Road and Center Village Road.
Executive Session was requested by Dale Fling. Mr. Singer made motion for Executive Session to discuss Fire Employment Personnel Matters. Motion was seconded by Mr. Jackson. A Roll Call was held; Singer, Aye; Paul, Aye; and Jackson, Aye. Motion Passed. Invited to stay was Julie Debolt.
