The Harlem Township Trustees met in Special Session at the Firehouse.

Trustees Present: Bob Singer, David Jackson, and Jerry Paul.

Public Present: Dale Fling

Mr. Singer called the meeting to order at 6:30pm.

Mr. Singer briefly discussed the renewal of the Electric Aggregation contract.

Mr. Singer began a discussion regarding the pending donation of land to the Township from

Anderson Concrete for the parcel that formerly contained a batch plant on St. Rt. 605. After

discussion and review of the documents from legal counsel, the Board instructed Mr. Fling to

review Fire Department inspection records and acquire an estimate for an Environmental

Assessment of the property prior to action to approve the donation.

Chief Fling gave the Board an update on the recent inaugural meeting of the newly created EMS

Pre-Hospital Board of Directors, this working group was formed by the Delaware County

Commissioners. Chief Fling will keep the Board updated on matters of importance and

outcomes from participation in this group going forward.

Mr. Paul moved to enter Executive Session for the purpose of hiring/appointing a public official;

Mr. Jackson seconded the motion. Rollcall vote, Mr. Singer Aye, Mr. Jackson, Aye, Mr. Paul, Aye.

Motion passed.

Mr. Paul moved to exit Executive Session and return to open meeting; Mr. Jackson seconded

the motion. Rollcall vote, Mr. Singer Aye, Mr. Jackson, Aye, Mr. Paul, Aye. Motion passed.

Mr. Paul moved to approve the final copy of the draft documents for the position of Zoning

Inspector, to include the Job Application, Job Description, Background check release, and

Background check waiver, pending final review and any changes directed by legal counsel. Mr.

Jackson seconded the motion. Motion passed. Upon completion of the legal review, the Board

instructed Mr. Fling to provide the interested parties with copies of the Job Description and

Application and asked that they be provided, along with a resume, to the Board by 5:00pm on

April 17, 2019. The board will plan to review the applications at the regularly scheduled

meeting the evening of April 17, 2019.

Mr. Paul briefly discussed the driveway layout for the Barnhard addition to the Fancher

Cemetery.

Mr. Fling reported that a Pre-Bid meeting for the parking lot paving project was held earlier

today with IAP Services and interested contractors. The Board should receive bids prior to the

May Board meeting for evaluation and potential awarding of a contract.

Chief Fling advised the Board that one of our career Firefighters has indicated that he will be

leaving the department around the end of May. Chief Fling inquired with the Board to begin

establishing a hiring eligibility list of candidates from current part-time staff. Mr. Paul made a

motion for the Chief to provide a job posting to the current part-time staff to establish a list for

the potential hiring of a full-time position with the department, Mr. Jackson seconded the

motion. Motion passed.

Chief Fling presented the Board with two applications for part-time employment with the Fire

Department. After discussion, Mr. Paul made a motion for conditionally hiring Vaughn Firmalan,

FF/EMT-B, and Louis Mittelman, FF/EMT-P, conditioned upon successful completion of a

background check(s) and physical examination(s). Mr. Jackson seconded the motion. Motion

passed.

Being no further business Mr. Jackson made a motion to adjourn at 8:02pm. Mr. Paul seconded

motion. Motion passed.
