The Harlem Township Trustees met in Special Session at the Firehouse.

Trustees Present: Bob Singer, David Jackson, and Jerry Paul.

Mr. Singer called the meeting to order at 6:00pm.

Mr. Singer briefly discussed the proposed services from SRS Environmental Services for Phase 1

Environmental Site Assessment Services for the donation of land to the Township from

Anderson Concrete, for the parcel that formerly contained a batch plant on St. Rt. 605, at a cost

of $2,000. Mr. Jackson moved to approve Phase 1 Environmental Site Assessment with SRS

Environmental Services up to $2,000. Mr. Paul seconded the motion. Motion Passed.

Mr. Jackson spoke with Lieutenant Butler with Delaware County in regards to parking at the

intersection of State Route 605 and Center Village. He suggested contacting ODOT to have

them get sign to correct level and possibly if they can paint on the Road Stop Ahead. The Board

requests Dale to contact Doug Riedel for advice on who to contact.

Mr. Jackson researched milling more of Gorsuch Road. Currently the estimate would be $200

per foot.

Mr. Jackson spoke with Mr. Walker regarding the pricing of the Grange Parking lot. Mr. Walker

estimated it would need approximately 340 tons of #304 gravel at a cost of $17.50 per ton, plus

a top or finish layer.

Mr. Paul was contacted by a resident on Green Cook regarding drainage issue. The Board is

requesting Mr. Fling to have Mr. Walker to look at the issue.

Mr. Paul received a request from Mr. Bachman to put a 3’ x 5’ banner at the front of the park

for the playground. The Board has no issues with the banner.

Mr. Paul announced the Harlem High School Alumni Dinner is set for June 22, at the Grange

building.

Mr. Singer has noticed at Harlem Road and Smother someone is dumping fill. He will attempt

to contact landowner.

Mr. Fling received three different options to repair/replace walking track at park ranging from

$18,500 - $46,000 depending on what the Board would like done. This will be reviewed for

2020 budgeting.

Mr. Fling spoke with Mr. Wallace in regards to the emails. The estimate that was already

approved did not include email. The Board feels the emails can stay with EarthLink, current

provider. Mr. Fling will be in touch with Wallace regarding time frame.

Mr. Jackson moved to enter Executive Session for the purpose of hiring/appointing a public

official; Mr. Paul seconded the motion. Roll call vote, Mr. Singer Aye, Mr. Jackson, Aye, Mr.

Paul, Aye. Motion passed. Invited to stay was Julie Debolt and Dale Fling.

Mr. Paul moved to exit Executive Session and return to open meeting; Mr. Jackson seconded

the motion. Rollcall vote, Mr. Singer Aye, Mr. Jackson, Aye, Mr. Paul, Aye. Motion passed.

Being no further business Mr. Paul made a motion to recess meeting to Thursday, May 2 at 7:00

pm. Mr. Jackson seconded motion. Motion passed. 7:35 pm

At this time Mr. Singer called for a motion to reconvene the meeting recessed from April 29,

2019, at 7:00pm. Mr. Paul moved to reconvene the meeting from April 29, Mr. Jackson

seconded the motion. Motion passed.

Mr. Jackson moved to enter Executive Session for the purpose of hiring/appointing a public

official; Mr. Paul seconded the motion. Roll call vote, Mr. Singer Aye, Mr. Jackson, Aye, Mr.

Paul, Aye. Motion passed. Invited to stay was Dale Fling and Matthew Kurz.

Mr. Jackson moved to exit Executive Session and return to open meeting; Mr. Paul seconded

the motion. Roll call vote, Mr. Singer Aye, Mr. Jackson, Aye, Mr. Paul, Aye. Motion passed.

Mr. Paul moved to make a conditional offer of appointment/employment for the position of

Zoning Inspector to Matthew Kurz; appointment to be conditioned upon successful completion

of a background investigation; with a part-time monthly salary of $1,200.00. Mr. Jackson

seconded the motion. Roll call vote, Mr. Singer Aye, Mr. Jackson, Aye, Mr. Paul Aye. Motion

passed.

The Board instructed Mr. Fling to arrange the authorization from Mr. Kurz for the Background

check and instructed him to send the required information to our investigator to complete the

background investigation. The Board further advised Mr. Fling to write emails to the other

applicants thanking them for their application and advising them of the status.

Mr. Paul moved to rescind the Board’s previous request for a hearing with the Liquor Control

Board for 13342 Center Village Road, Centerville Market. Mr. Jackson seconded the motion.

Motion passed.

Mr. Singer announced that Steve Sawyer will be on site at the Anderson property for a site visit

to begin the Environmental Survey for the property on Monday, May 6, 2019 at 10:00am. Mr.

Jackson agreed to meet with him at the site.

Mr. Paul moved to set the charge for use of the Park ball field(s) at $25.00 for single use and

$150.00 per season for a regular one-day, designated day, per week for the summer season.

Mr. Jackson seconded the motion. Motion passed.

The Board discussed the status of the new driveway installation at the Barnhard addition of the

Fancher Cemetery; no progress has been made due to the wet weather and time commitment

of the Maintenance Department for grass mowing.

The Board discussed having the Maintenance Department evaluate sealing/filling some of the

larger cracks in the walking track at the park.

Being no further business Mr. Paul made a motion to adjourn. Mr. Jackson seconded motion.
