The Harlem Township Trustees met in Special Session at the Firehouse.

Trustees Present: Jerry Paul, David Jackson and Bob Singer.

Fiscal Officer Present

Public Present: Tom Nied, Wayne Hiles, Heather Hiles, Russell Summers, Adam Bdoyan, and Courtney Wade.

Mr. Singer called the meeting to order. 

Mr. Jackson announced the Trustees will open advertised zoning hearing for Application HTZC 19-11.   The hearing for a rezone application from AV Investments, 5700 Sugarwood Drive, New Albany, Ohio 43054, is seeking to rezone 45.567 acres from Current Zoning AR-1 Agricultural Residential to FR-1 Farm Residential. There is no physical address for the property.  The property is listed as Parcel ID# 316-230-02-027-000, on Center Village Road west of Harlem Road.   Mr. Jackson read the recommendation of The Harlem Township Zoning Commission and the DCRP. Courtney Wade with Planned 4 Land was available for questions on behalf of AV Investments.  Resident, Russell Summers, was present to share his concerns regarding the traffic it can bring and issues with the drainage.  The Land owner commented that they plan to have a pond to help with drainage.  Mr. Summers is disappointed that atmosphere is changing and farmers don’t want to make it, so now subdivision(s) are going in and that is not why they bought their property.  Mr. Singer did comment that it will have to meet County guidelines.  Mr. Jackson confirmed this was properly advertised.  Mr. Jackson made a motion to approve the Application HTZC 19-11; motion was seconded by Mr. Paul.  Roll call vote was held Mr. Singer Aye, Mr. Paul Aye, and Mr. Jackson Aye.  Motion Passed.  The Applicant was advised there will be 30 days before it takes effect for a resident's right of referendum.

Hiles, 1117 Forest View Court, Westerville, Ohio 43081, is seeking to rezone 7.073 acres from Current Zoning AR-1 Agricultural Residential to FR-1 Farm Residential. There is no physical address for the property.  The property is listed as Parcel ID# 316-140-01-016-000, and is located at the corner of Green Cook Road and Needles Road.   Mr. Jackson read the recommendation of The Harlem Township Zoning Commission and the DCRP.  There was nobody present against proposal.  Mr. Jackson confirmed this was properly advertised.  Mr. Jackson made a motion to approve the Application HTZC 19-13; motion was seconded by Mr. Paul.  Roll call vote was held Mr. Singer Aye, Mr. Paul Aye, and Mr. Jackson Aye.  Motion Passed.  The Applicant was advised there will be 30 days before it takes effect for a resident's right of referendum.

Being no further business Mr. Paul made a motion to adjourn. Mr. Jackson seconded motion. Motion passed.  7:25 p.m.
