Chairman, Mike Kabler, called the June 11, 2018 workshop meeting to order at 7:32 p.m. Mr. Kabler asked for a roll call of members.

Mr. Kabler introduced Commission members, the Secretary and Zoning Inspector.

Mr. Kabler asked Mr. Trainer if he had any comments for the Commission in regards to the public present. Mr. Trainer stated the public present were here this evening to discuss a possible event barn at 6517 Harlem Road. Mr. Trainer stated Angie and Brian Reinholtz were here for a question and comment session.

Mrs. Reinholtz stated they were considering the concept of an event barn in Harlem Township. Mrs. Reinholtz stated that she and her husband had purchased a home in Westerville over the weekend due to time constraints. Now they are looking to purchase land to possibly build an event barn and obtain the proper zoning. Mrs. Reinholtz stated they have a builder and have applied for a loan to build the barn.

Mrs. Reinholtz stated they had a list of questions for the Commission. Mrs. Reinholtz stated they would like to know if a sprinkler system would be required. There will not be a kitchen in the facility and events will be catered in. Mr. Kabler stated that would be a question to ask the fire department. Mrs. Reinholtz stated they need to know what safety features would be required as well as license and permits.

Ms. Manson stated they would need to make sure they have a septic system to accommodate the number of people the barn would hold.

Mr. Trainer stated Delaware County has a list of Code Compliance regulations and he would forward that to Mr. & Mrs. Reinholtz.

Mr. Kabler asked what size barn were they considering and how many people would the barn hold. Parking would also be a matter to consider as well as a noise curfew and hours of operation.

Mrs. Reinholtz stated the building they would propose would hold a maximum of 200 people.

Mr. Nied asked what activities the barn would be used for. Ms. Reinholtz stated the barn would be used as a banquet hall and for weddings. Mrs. Reinholtz asked if alcohol would be permitted for events. The alcohol would be brought in by the renters and not sold on the premises.

Mr. Reinholtz asked if the land were zoned as an agricultural use could a pumpkin patch be planted for fall events.

Mr. Trainer will provide the couple with copies of Article 15 Planned Commercial District as well as Article 21 Development Standards.

Mr. Kabler explained the zoning process for a Planned Commercial District and recommended they request a preliminary meeting to review the plan. The Reinholz thanked the Commission and left the meeting.

Commission members next discussed the need for an actual Conditional Use Permit form. Mr. Kabler asked Mr. Trainer if he knew what other townships do. Mr. Trainer will create an actual Conditional Use Permit form.

Mr. Trainer stated he had been contacted by a neighbor complaining about the property at

5180 Smothers Road. The neighbor was complaining that landscaping vehicles were being

parked on the property. Mr. Trainer stated there were 3 vehicles being parked on the property. The Commission discussed that the property owner was operating a business out of the home. Mr. Trainer stated he had talked to the property owner who stated Mr. Trainer was picking on him. Mr. Trainer stated the property owner had talked with an attorney. Mr. Trainer stated he had advised the property owner to apply for a Planned Commercial District. Mr. Trainer stated the property owner had asked if he could still operate while applying for the PCD. The

Commission responded by indicating that was not acceptable.

Mr. Trainer informed the Commission Dave Brown Landscaping is no longer in business. Mr.

Trainer stated he found out this week that Mr. Brown no longer owns the property. Mr. Brown has sold the property to an irrigation company. Mr. Trainer asked how this would affect the

current Planned Commercial District zoning. Mr. Trainer will stop in this week and talk with the new owner to determine ifthey are in violation of the existing PCD.

Mr. Trainer stated that the property on Fancher Road formerly owned by McCann is now

owned by J. Beckner Construction LLC which is a concrete company. Mr. Trainer discussed with Commission members if a new Planned Commercial District would be required. Mr. Trainer will stop in and talk with the new owner to determine if they are in violation ofthe ofthe existing PCD.

Commission members reviewed minutes for corrections. The minutes of the May 14, 2018

workshop meeting were approved as corrected. The minutes ofthe June 4, 2018 monthly

meeting were approved as corrected.

Mr. Kabler stated the Trustees are working on updating the Township website. Mr. Kabler

stated the Harlem Township Zoning Resolution would be sent to Delaware County Regional

Planning Commission in a Word format. DCRPC would then create a PDF which they will

maintain through their website.

Mr. Kabler asked if there was anything further to come before the Commission. Being nothing further at this time, Mr. Kabler adjourned the June 11, 2018 workshop meeting at 9:16 p.m.
