Commission members began the meeting with the review of minutes. The minutes of the June 11, 2012 workshop meeting were approved as corrected.
Mr. Kabler will e-mail Mr. Trainer to see what he found out regarding the Dave Brown Landscaping PCD and the Mccann PCD. The secretary will pull copies of the current PCDs.
Mr. Kabler informed Commission members he would not be present for the July 9, 2018 workshop meeting.
Mr. Kabler provided copies of an e-mail from Mr. Trainer, along with a copy of the letter of notice of violation Mr. Trainer sent out, and a copy of the letter sent to Frank and Martha Huffman from Andrew King regarding the property at 3669 State Route 605, Galena, Ohio 43021. The citation references Section 905 (d): "No trash, debris, refuse, or discarded materials which create an eyesore, hazard or nuisance to the neighborhood or general public shall be permitted to accumulate or to be stored on any lot, parcel or portion thereof." As well as Section 9.06 (f): "Landscape Standards -All yards of the home shall be landscaped and shall meet the landscape requirements of this Resolution."
Mr. Kabler provided copies of an e-mail from Mr. Trainer, along with a copy of the letter of notice of violation Mr. Trainer sent out to Lance Shnider in regards to the property at 5180 Smothers Road, Westerville, Ohio 43082 for operating a business out of the property. The violation stated Mr. Shnider must cease any operations associated with a business usage, to include storage of vehicles and employee traffic, within 30 days of the date of this citation. The letter is dated June 15, 2018.
Mr. Kabler provided copies of e-mail correspondence he has had with Andrew King regarding Transcript Fees in the Harlem Township Zoning Resolution, Section 28.10. Commission members will review Section 28.10 and consider creating language to address the concerns that have been brought before the Trustees.
Mr. Kabler presented Commission members with a copy of Section 7.06 in regards to setbacks. Mr. Kabler stated a property owner on Lewis Road wants to build a second accessory building on the property. The property in question is a 5.78 acre flag lot. The proposed building would not meet the 50' setback regulations. The property owner has talked to Dale Fling and via email to Mr. Trainer.
Mr. Kabler advised Commission members there will be a special election held on August 7, 2018. Mr. Kabler asked Commission members if they would like to move their August 6, 2018 monthly meeting to the Harlem Grange or hold the meeting in the Fiscal Officer's office. Commission members agreed to hold the meeting in the Fiscal Officer's office.
Commission members reviewed Draft 7 of the proposed language changes to Article 8.
Commission members made further changes to the proposed language. The secretary will
make the changes and provide Commission members with a clean copy of Draft 8.
Commission members will work on Article 7 for proposed language changes at their July 9, 2018 workshop meeting.
Mr. Kabler asked if there was anything further to come before the Commission. Being nothing further at this time, Mr. Kabler adjourned the July 2, 2018 monthly meeting at 9:25 p.m.
