Chair, Mike Kabler, called the January 14, 2019 workshop meeting to order at 7:34 p.m. Mr. Kabler asked for a roll call of members.

Members Present: Robin Lobenstein, Joni Manson, Mike Kabler, Alan Czako, Tom Nied

Alternate Absent: Bill Needham

Secretary: Sherrie Steele

Zoning Inspector: Jon Trainer

Public Present: Karen Coffman, 173 N. Sandusky Street, Delaware, Ohio 43054

Mr. Kabler asked the secretary if she had been able to reach Rhonda Zak regarding a Preliminary

Meeting scheduled for February 4, 2019. The secretary stated she had talked to Ms. Zak prior to the meeting and she is planning on presenting her updated proposal on February 4, 2019. The secretary will place a notice of the meeting with the Delaware Gazette.

Mr. Kabler stated Ms. Coffman, representing Starfall LLC, was here tonight to present four applications to rezone from AR-1 Agricultural to FR-1 Farm Residential. Mr. Kabler stated the Review Team had

been used for the applications.

Mr. Kabler stated at the Review Team meeting there was a question of the owners' signatures on the application. Ms. Coffman stated there was a Power of Attorney included with each application

permitting Ms. Coffman to sign the applications.

Mr. Kabler stated there was also a question of the map and property owners' names and addresses. Mr. Trainer stated he had completed the maps and property owners' list and they were included in the packet. Mr. Trainer stated there were three properties and two owners in Franklin County.

Commission members reviewed the list of adjacent, adjoining, contiguous property owners. Ms.

Manson stated due to the fact that Starfall LLC owns all the property the list of adjacent, adjoining,

contiguous property owners has to be extended to all property owners that are within 200 feet of the entire parcel.

Mr. Trainer will create one map and one property owner list for each packet. Mr. Nied and Mr. Czako will meet with Mr. Trainer on Tuesday, January 15, 2019 at 7:00 p.m. to review the list. The secretary will then distribute the map and list to Commission members as well as include the updated list in each packet.

Commission members discussed that the secretary include a Plat of Survey map with the letter that is mailed out to the adjacent, adjoining, contiguous property owners.

Mr. Kabler stated the Commission would accept the application conditionally with the updated

property owner list and map to be included in each packet and to be distributed to Commission

members by Friday, January 18, 2019.

Mr. Kabler asked the secretary if the applicant had included the application fee and the acreage fee

checks with the application. The secretary stated the checks were as follows:

Tract 5, Application HTZC 19-02

Check# 1382 - $ 500.00 application fee

Check# 1386 - $ 1,391.38 acreage fee

Tract 6, Application HTZC 19-03

Check# 1383 - $ 500.00 application fee

Check# 1387 - $ 1,383.00 acreage fee

Tract 7, Application HTZC 19-04

Check# 1385 - $ 500.00 application fee

Check# 1388 - $ 1354.75 acreage fee

Tract 8, Application HTZC 19-05

Check# 1384 - $ 500.00 application fee

Check# 1389 - $ 1562.63 acreage fee

Commission members discussed the dates and times to hold the hearings. Commission members will cancel their February 11, 2019 workshop meeting so that the hearings can all be held on the same

date. Commission members set the following times for the hearings.

HTZC 19-02 7:00pm

HTZC 19-03 8:00pm

HTZC 19-04 8:30pm

HTZC 19-05 9:00pm

The secretary will send notice to the Delaware Gazette of the dates and times for the hearings along with the notice of cancellation of the February 11, 2019 workshop meeting.

Mr. Kabler asked Mr. Trainer if he had a zoning report to present tonight. Mr. Trainer stated he did not have a report this evening. Mr. Trainer stated he has had conversations only with property owners

regarding a possible event barn and landscaping company.

Mr. Trainer stated the Trustees have established a new policy that all initial contacts of zoning inquiries will be made to the zoning inspector. From there Mr. Trainer will direct the potential applicants to the Commission to share their ideas.

Mr. Kabler stated the secretary had informed Commission members that Mr. Trainer is updating forms used for zoning. Mr. Trainer stated he is working on updating forms and will have copies to the

secretary in February.

The secretary passed out copies of the 2019 Harlem Township Zoning Fees.

Mr. Nied asked the secretary if she was aware the Delaware Gazette was discontinuing its Monday

edition of the paper. The secretary stated she had not received information regarding this but would verify that information with the paper.

Mr. Kabler stated he would like to discuss the matter of the zoning inspector preparing the maps and property owner lists for the applicant. Mr. Kabler stated this is something the applicant should be

doing. The Zoning Commission requested that the Zoning Inspector no longer prepare the maps and property owner lists for the applicant. Mr. Trainer stated the process Harlem Township uses is

antiquated. Mr. Trainer will be contacting other townships to see what procedures they use.

Mr. Nied asked Mr. Trainer if he had any further contact regarding the Big Wheels property. Mr.

Trainer stated he had talked with the property owner who will meet with the Board of Zoning Appeals to discuss a Conditional Use Permit.

Mr. Trainer informed Commission members the landscaping business on Smothers Road is now gone. Mr. Trainer stated he had received a call from a company to build a pool house on that same property. Mr. Trainer stated he received a second call from another builder asking questions about building a

pool house to be used as a mother-in-law suite.

Mr. Nied asked Mr. Trainer if he had received any updates from Bryant Tree Service regarding a

Planned Commercial District. Mr. Trainer stated the matter is still in the works.

Mr. Kabler asked the secretary for an update on the reformatting of the Zoning Resolution. The

secretary stated the goal is to have the reformatting completed by March 4, 2019 so the Commission can review and possibly send to application by the March 11, 2019 workshop meeting. The secretary is to meet with Mr. Czako to go over a few questions regarding the reformatting.

Due to the late hour, the Commission will review minutes at the February 4, 2019 monthly meeting.

Mr. Nied made a motion to adjourn. Mr. Czako seconded the motion. Mr. Kabler asked ifthere was any discussion on the motion. Being none, Mr. Kabler asked for a voice vote on the motion, all aye. Motion carried. The January 14, 2019 workshop meeting was adjourned at 9:33 p.m.
