Chair, Mike Kabler, called the March 11, 2019 workshop meeting to order at 7:30 p.m. Mr. Kabler asked for a roll call of members.

Commission members reviewed minutes for corrections. Ms. Manson made a motion to

approve the minutes of the March 4, 2019 monthly meeting as corrected. Mr. Czako seconded the motion. Mr. Kabler asked for a voice vote on the motion, all aye. Motion carried.

Mr. Kabler asked Commission members if any would be available to assist in a Review Team

meeting on March 19, 2019 at 7:00 p.m. for the Starfall LLC properties at State Route 605 and Fancher Road. The review is for Tract 5 and Tract 8. Mr. Czako and Mr. Kabler will attend the Review Team meeting. Commission members discussed the Flag Lots that would be created

when the properties are developed.

Mr. Kabler stated the Commission would recess the March 11, 2019 workshop meeting until

after the Zak Preliminary Meeting scheduled to begin at 7:45 p.m.

Mr. Kabler called the March 11, 2019 workshop meeting out of recess at 8:17 p.m. Mr. Kabler opened the floor to members of the public for discussion.

Steve Eisen brown referred to the Harlem Township Comprehensive Plan and asked if the plan specified that anyone in the Township can bring in a proposal for any property in the Township.

Mr. Kabler stated there are areas designated in the Harlem Township Comprehensive Plan for Industrial and Commercial Development. Planned development can potentially be anywhere in the Township.

Mr. Eisen brown stated his son and daughter-in-law are looking for about 4000 square feet for a pet supply on-line warehouse. Mr. Eisenbrown stated he did not feel there was much trade off for Commercial Zoning versus Residential Zoning.

Mr. Kabler stated there had been a letter sent out to residents of the Township from the

Trustees. The Township will be asking for volunteers for Committees for events and proposals within the Township.

Commission members discussed with Mr. Eisen brown the difference in AR-1 Zoning which

requires 5 acres and above and FR-1 Zoning which is for properties of less than 5 acres but

require 2 net acres.

Commission members discussed the Center Village Historic District is the current area which allows for Commercial Zoning.

Commission members next discussed the reformatting of the Zoning Resolution. Ms.

Lobenstein and Ms. Manson stated their sections were okay and require no further updating. Mr. Kabler had not yet reviewed his section. Mr. Czako and Mr. Nied had no further corrections. Mr. Kabler asked Commission members to send any further corrections to the

Zoning Secretary by March 18, 2019.

The secretary will plan on having copies ofthe reformatted Zoning Resolution to Commission members for the April 1, 2019 meeting. Commission members will set a possible hearing date for the reformatted Zoning Resolution.

Commission members discussed the Zak property and the outcome of the Preliminary Meeting.

Commission members discussed the parcels at State Route 605 South and Fancher Road and how these properties fit into the current Master Plan.

The secretary will contact Dale Fling in regards to the Zoning Commission needing the

Community Room for April 22, 2019 and April 29, 2019 for possible Zoning Hearings.

Mr. Kabler asked if there was anything further to come before the Commission. Being nothing further at this time, Mr. Kabler adjourned the March 11, 2019 workshop meeting at 9:20 p.m.
